Oddly, you don’t have to ‘qualify’ to file bankruptcy. There is no minimum amount you have to owe and you don’t even have to be bankrupt! If you cannot afford to pay your unsecured payday loans, credit cards, and/or medical bills, you can bankrupt them and get a clean re-start.
