Flappers and lift chains eventually loosen, warp, or bend, and allow water to leak into the bowl, preventing proper flushing. 

3. A Lack of Water in the Tank

When you flush, water from the toilet tank enters the bowl and creates the suction necessary to drain. The container should be filled at the pre-indicated interior mark (or about one inch below the overflow tube). When the water supply is below the fill line, your toilet will weakly flush or not at all.
