Diabetes

Blood circulation issues and neuropathy from damaged nerves are common with diabetes, and podiatrists see many patients who experience these symptoms in the feet and toes. When ample blood supply can't reach the toes or the nerves cannot process sensation in the toes, they may become cold. 

Poor Circulation

Poor circulation does not have to result from diabetes; it can be a symptom of many different medical issues. Peripheral artery disease causes a constricting of blood vessels and arteries and may be felt as coldness in the toes. Raynaud's disease works on a similar principle — a narrowing of arteries — but is almost exclusively in the hands and toes. Varicose veins, in which a vein's valve is faulty and inhibits proper blood flow, can prevent adequate blood from reaching the toes.

Anemia

Anemia is a condition stemming from a serious iron deficiency. It can actually appear, seemingly out of nowhere, in normally healthy and active people. The lack of iron hinders the production of red blood cells, or it produces red blood cells deficient in iron-rich hemoglobin, and either of these can cause cold toes.
