Seniors and disabled individuals sometimes need assistance to live an independent lifestyle. If you have a family member who needs companion care, BNV Homecare Agency in New York City explains the ins and outs of a Consumer Directed Personal Assistance Program (CDPAP).
What Is CDPAP?
CDPAP is available to chronically ill or physically disabled persons in New York State who need help with personal care, such as dressing, cleaning, and other daily activities. It allows them to choose a home health care or personal care provider, who can be a friend, family member, or a trained professional.
Who Is Eligible For CDPAP?
To be eligible for services, a doctor must complete a Physician’s Order for Services and direct it to the Social Services office. The Social Services office assigns a nurse assessor to determine whether participation is appropriate, as well as the frequency and length of services. Patients must be eligible for Medicaid through New York State and approved for personal care services to qualify.
How Do You Receive CDPAP?
Recipients must be medically stable and able to make informed choices about the services they receive. If the recipient isn’t self-directing, a legal guardian or other designated adult can advocate on his or her behalf. The recipient or advocate must be able and willing to recruit, hire, train, supervise, and arrange for backup care, and they’ll need to maintain financial records of their services.
How Do You Choose A Personal Assistance Provider?
Patients are free to choose a caregiver, but spouses and parents of minor children are ineligible. Parents of adult children may be hired, but only if they are not legally responsible for the child, and some other restrictions may apply.
